Create this voteGive each option a score from 0 to 5. Equal scores are allowed. The two highest total scores become finalists. Each ballot then counts for the finalist it rated higher. The finalist with more votes wins.

Cinema and Park advance as the top two. The same ballots prefer Park by 6 votes to 4.
STAR does not collect another ballot. Six voters gave Park 5 and Cinema 4; the other four gave Cinema the higher score.
How the runoff changes the result
Every ballot gets at most one runoff vote. A one-point preference between the finalists counts just as much as a five-point preference. Equal ratings support neither finalist in the runoff.
In the example, Park wins because more voters rate it above Cinema. The size of their score differences no longer affects the result once those two have qualified. This comparison is between the finalists only. Condorcet voting compares every pair of options.

Every voter scores all options and may replace their ballot before closing. Tied finalist totals are compared using preferences between those options. A tied runoff uses the score totals. If those rules still cannot decide, the result reports the tie.
